Measures of Support for Intangible
14-17 April 2011 | Hotel Château Laurier

The Conseil québécois du patrimoine vivant (CQPV – Quebec Council for Living Heritage) is pleased to present the international conference Measures of Support for Intangible Cultural Heritage: Governments, Institutions and Municipalities. The event will be held in Québec City April 14-17, 2011, with the support of the Culture Sector of UNESCO.
The conference will bring together various players and decision-makers in the field of intangible cultural heritage, with the objective of fostering the exchange of international expertise. Participants will learn from best practises in this domain and assess how the experience of some governments and municipalities could be applicable elsewhere. Practical regional cases will also inspire reflection on the whole process of promoting and developing arts and traditional cultural practices. Government officials, association representatives and researchers from around the world are invited to this unprecedented meeting.
Since the Convention for the Safeguarding of the Intangible Cultural Heritage at UNESCO came into effect, several experiments have been conducted around the world with the intention of promoting development of living heritage. Several initiatives have been further strengthened through support from governments, institutions and municipalities, among others. This support has taken several forms in different countries : laws on intangible heritage, development strategies, support programs, recognition by prizes or official status, national education curriculums, municipal or regional collaborations with associations, creation of administrative, dissemination or educational institutions, conducting ethnological inventories or collections, etc. Parallel with these national activities, UNESCO has put into place measures to contribute to preservation of certain features of the worldwide intangible heritage, particularly through its Representative List and Urgent Safeguarding List.
In Québec (Canada), the Minister of Culture deposited a draft bill before the National Assembly, the Cultural Heritage Act, inspired by the Convention for the Safeguarding of the Intangible Cultural Heritage. With this law, the government of Québec intends to officially designate certain elements of the national intangible heritage and commit financial support for this specific heritage transmitted from generation to generation. Municipalities will also be conferred the power to grant a status of recognition to elements of local intangible heritage.
The international conference on Measures of Support for Intangible Cultural Heritage promises presentations and round tables that are both inspiring and instructive for those interested in staying close to this booming area of activity. The event is open to the public. Presentations are either in French or in English (translation/interpretation will not be provided).
